During Gitex Africa 2025, the Ministry of Investment, Convergence and Policy Evaluation, the Ministry of Digital Transition and Administrative Reform, along with AMDIE, signed three memorandums of understanding with major international tech giants. Minister Karim Zidane gives an overview.
"Today, we signed three partnership agreements with top-tier international players in the fields of technology, digitalization, and services. It’s a key milestone," declared Karim Zidane, Deputy Minister in charge of Investment, Convergence, and Policy Evaluation, during Gitex Africa 2025.
In numbers, more than 1,000 direct jobs are expected by 2029, split between Casablanca and Oujda, along with nearly 180 million dirhams in cumulative investments. Concrete commitments embodied by three names: Arrow ECS Maroc, KPMG, and 2T Services Maroc.

In figures, over 1,000 direct jobs are expected by 2029, distributed between Casablanca and Oujda, with nearly 180 million dirhams in accumulated investments. Concrete commitments represented by three names: Arrow ECS Maroc, KPMG, and 2T Services Maroc.
Heading to Casablanca, where Arrow ECS plans to relocate part of its European operations in the fields of management and shared services. The company plans to hire 700 people. Alongside it, KPMG aims to strengthen its consulting division with 150 jobs. Finally, in Oujda, 2T Services Maroc will establish itself in the new City Center, with 200 positions to be filled.
Beyond the numbers, Morocco aims to project a new image. "Our country is not limited to traditional investments like industry or tourism, but it is also a key player in new technologies, artificial intelligence, and digital transformation," says Karim Zidane, who adds: "This will encourage other international partners to take an interest in Morocco."
For the minister, the Moroccan youth represents one of the most powerful factors of this new attractiveness: "A multilingual, educated, creative youth that speaks the digital language. It offers fertile ground for international investors."
Beyond ports, roads, and airports, it is the digital ecosystem that is densifying. The Kingdom has equipped itself with services, platforms, and connectivity capable of supporting a continental ambition. "The world is entering a new era: that of artificial intelligence and digitalization. Morocco is ready to play an important role and put its skills at the service of Europe, America, Asia, and Africa," says the minister, specifying that, as a ministry, "we are fully committed to supporting investors and attracting new future projects, in accordance with the high directives of His Majesty King Mohammed VI."
